A link or ‘vote’ from another unconnected website to yours indicates to Google that your site has something to offer as a result of an unconnected webmaster linking to your site for the benefit of his or her readers.

In its simplest form yes. There are many other factors to consider one of which is the quality of the incoming links to your website. Part of the Google algorithm assesses the quality of all links on the web and provides each with a classification score. This enables Google to understand the weight, quality and power of any given link. Is this not easy to game the search engines through link building?
In the early days yes it was. You simply needed to amass as many links to your website as possible in order to make your website appear popular. In reality of course it wasn’t.
